Mulberry sits in the heart of Bone Valley, and the water shows it. The lakes closest to town — Bonny Lake, the Carter Road pits, Mountain Lake — are largely reclaimed mine cuts or shaped by decades of phosphate activity. That leaves loose, coarse sand in the substrate, irregular bottom contours where the dragline left them, and shorelines that don't behave like the hard-bottom ridge lakes up north. Driving a sheet or setting a piling here means reading what's actually under the bank, not pulling a number off a generic Polk County spec.
Mulberry also sits at the headwaters of the North Prong Alafia, which puts the area inside SWFWMD's Alafia River Basin — that matters the moment a job touches wetlands or jurisdictional water and an Environmental Resource Permit comes into play. Newer growth like Bridgeport Lakes out toward the Lakeland line adds waterfront on community and retention lakes, each with its own access, wake, and shoreline-stabilization rules layered on top.

On Mulberry's freshwater lakes and reclaimed pit shorelines we push vinyl — it doesn't corrode, doesn't react to the mineral-laden soils phosphate operations left behind, and outlasts steel or concrete on a lake. The coarse, low-cohesion Bone Valley sands make tieback spacing and footer depth the difference between a wall that holds and one that creeps, so we don't shortsheet either. Where a full wall isn't warranted, a french drain run through that coarse sand behind a failing wall relieves hydrostatic pressure and buys years back.

The same loose, low-cohesion phosphate sands that complicate a seawall drive the erosion picture too. On the reclaimed pits, with their irregular contours and changing depths, riprap keyed into the bank — limestone or granite — often holds better than a wall and skips the heavier permit load a full seawall carries. Where the lot slopes gently, native-vegetation bio-stabilization with deep-rooted wetland grasses can lock down an Alafia-watershed shoreline with no hard structure at all.

Who permits your project
Mulberry is an incorporated city, so waterfront permits for properties inside city limits go through the City of Mulberry Building Department at City Hall, 104 S Church Avenue. The lakes and parcels outside that line — Bonny Lake, Banana Lake, the Carter Road pits — sit in unincorporated Polk County and permit through the Polk County Building Division instead. Work that disturbs wetlands or alters surface water near the North Prong Alafia headwaters also triggers a SWFWMD Environmental Resource Permit on top of the local building permit. We sort out which desk your address answers to before we file anything.
Single-family docks under 500 sq ft are often exempt from Florida DEP review, but the local building permit still applies — and seawall and shoreline work on the water frequently triggers DEP or SWFWMD review on top of it. We handle the entire path. You don't contact the agencies.

Mulberry sits in the Alafia River Basin under SWFWMD. Work that affects wetlands or alters surface water flow usually needs an Environmental Resource Permit on top of the local building permit. Small private docks under certain thresholds can qualify for an exemption — we check every address before we start so you know which permits apply.
Why push vinyl for seawalls here instead of concrete or steel?+
The soils around Mulberry's phosphate-country lakes are mineral-rich and often acidic from legacy mining. Steel corrodes fast in that, and concrete degrades over time. Vinyl doesn't corrode at all, which is why it's our standard call for freshwater seawalls in this part of Polk County.
What makes the lake bottoms around Mulberry different from other Polk lakes?+
Much of the water near town — the Carter Road pits, Bonny Lake, and others — sits in land that was phosphate-mined. That leaves loose, coarse sand, irregular contours, and disturbed stratigraphy. Pilings have to go deeper to find solid resistance, and the depth assumptions that work on the ridge lakes up north don't carry over.
