Frostproof lakes we work
Frostproof has water on both sides of town. Lake Clinch anchors the west edge; Reedy Lake, a 3,500-acre shallow basin, runs the east. A few miles north on Scenic Highway 17, Crooked Lake carries Outstanding Florida Water designation and some of the clearest water in the county. These lakes spill south through Lake Arbuckle and Lake Weohyakapka toward the Kissimmee River, so anything you put on these shores sits in a watershed the city and the water district both watch.
This is Bone Valley phosphate country, and the lake bottoms show it — muck over sand more often than not. That changes how deep a pile has to set and how far a seawall sheet has to bite to find bearing. Reedy Lake has a documented flooding history serious enough that SWFWMD, Polk County, and the city pitched in together on a flow-improvement project between Clinch and Reedy. We build to where the water goes in a wet year, not just where the line sits today, and we sort that out before the first pile goes in the ground.

Either way, the muck bottoms on these lakes mean we drive steel or concrete piles deeper than a quick look would suggest, sized to bear in the sand below — never set to a guess.

On a freshwater lake, the seawall is vinyl — full stop. Concrete spalls and aluminum corrodes years before vinyl gives out, and vinyl handles these soft-bottom shores without the rust streaks you see on tired concrete walls around the county. The phosphate-influenced soils down here run acidic and uneven, so we run sheets long enough to stay buried below where scour eats the mudline. We don't short-sheet a wall to shave the front-end price.

On Reedy Lake and Lake Arbuckle, with their shallow shelves and big seasonal swings, a riprap revetment or a native-vegetation living shoreline often beats a hard wall. Native plantings held with coir logs do the same job with a lighter footprint and a lighter permit load. On the right lot, that's the smarter long-term call.

Inside Frostproof city limits, the building permit comes from the City of Frostproof Building Department. Anything in the water also needs an Environmental Resource Permit and sovereign-submerged-lands consent. For Lake Clinch, Reedy Lake, and Crooked Lake, that ERP runs through SWFWMD — the same district that co-funded the Lake Clinch-to-Reedy flow-improvement project with the city and Polk County. The eastern lakes, Lake Arbuckle and Lake Weohyakapka, sit in the Kissimmee chain that drains toward Lake Okeechobee, so those parcels fall under SFWMD and, being in unincorporated Polk, permit through the Polk County Building Department.
Single-family docks under 500 sq ft are often exempt from Florida DEP review, but the local building permit still applies — and seawall and shoreline work on the water frequently triggers DEP or SWFWMD review on top of it. We handle the entire path. You don't contact the agencies.

Who issues the building permit for a dock on Lake Clinch inside city limits?+
The City of Frostproof Building Department handles the local building permit for properties inside city limits. On top of that you'll need an Environmental Resource Permit from SWFWMD and sovereign-submerged-lands consent before construction starts.
Does Reedy Lake's flooding history affect what I can build on the shoreline?+
It can. Reedy Lake has documented flood events and was part of a SWFWMD-funded flow-improvement project tied to Lake Clinch. The district may take a closer look at anything that could alter surface-water flow in that drainage. We walk through it during the free assessment so nothing blindsides you at permitting.
Is Crooked Lake treated differently because it's an Outstanding Florida Water?+
Yes. Outstanding Florida Water status means no net degradation of water quality, which raises the bar on turbidity control and construction methods. We build that into both the permit package and how the crew works the site.
My shoreline is soft muck — can I even set a seawall?+
Muck is the norm on these lakes and we build in it regularly. The trick is driving the vinyl sheets deep enough to bear in the sand under the muck and tying them back properly. A site visit pins down the exact embedment depth before we quote anything.
Do I permit through Polk County or the City of Frostproof?+
Inside Frostproof city limits, permits go through the City of Frostproof Building Department. If your lakefront is in unincorporated Polk County — which covers a lot of the outer lakes like Arbuckle and Weohyakapka — it routes through the Polk County Building Department. We confirm which office before anything gets filed.
Can Lake Weohyakapka (Walk in Water) properties get a dock?+
Lake Weohyakapka is a public lake in unincorporated Polk County and the largest lake in the county. It sits in the Kissimmee chain, so permitting runs through Polk County Building and SFWMD rather than SWFWMD. We build on it — call for a site-specific look.
