Johns Lake is the dominant water in Winter Garden — 2,580 acres straddling the Orange and Lake county line, with soft muck bottoms and water levels that swing enough to strand a dock high and dry one year and swamp it the next. Lake Apopka frames the city's north edge, and it's a different animal. South of downtown, Lake Speer and Lake Tilden run quieter and more residential — but they share the same muck-soft bottoms and the same St. Johns River Water Management District review as the big water.
Winter Garden grew fast, and the lakefront communities through Horizon West — Waterside on Johns Lake, Waterleigh, Summerlake — bring owners who know what a square, well-driven dock looks like. We build to that standard without the brand-name markup from outfits that don't specialize in lake work.

We push vinyl on every freshwater seawall, and we don't shortsheet the burial depth when the bottom is soft — that's where a wall fails first.

On Lake Apopka and the more sensitive shorelines inside the SJRWMD restoration footprint, riprap or a native-vegetation living shoreline is often the right call — and near active restoration zones it's sometimes the only thing permitted. Riprap knocks down wake energy without a hard vertical face, and native plantings hold the bank while keeping the district review simpler. If your lot doesn't need a seawall, we'll say so before you spend on one.

Who permits your project
Properties inside Winter Garden city limits pull building permits through the City of Winter Garden Building Division, part of Community Development. Parcels in unincorporated Orange County — which includes much of Horizon West and stretches of the Lake Apopka shore — permit through Orange County directly, and lakeshore or wetland impact work routes through the Orange County Environmental Protection Division. Either jurisdiction, any structure in, on, or over the water also needs an Environmental Resource Permit from the St. Johns River Water Management District, which covers all of Orange County. We confirm which office applies to your parcel before we file anything.
Single-family docks under 500 sq ft are often exempt from Florida DEP review, but the local building permit still applies — and seawall and shoreline work on the water frequently triggers DEP or SWFWMD review on top of it. We handle the entire path. You don't contact the agencies.

Who issues the building permit for my dock in Winter Garden?+
If your property sits inside Winter Garden city limits, you permit through the City of Winter Garden Building Division. If you're in unincorporated Orange County — which includes parts of Horizon West and much of the Lake Apopka shore — permits go through Orange County directly. We confirm which jurisdiction your parcel falls under before we pull anything, because a Winter Garden mailing address doesn't always mean you're inside city limits.
Do I also need a permit from the water management district?+
Yes. Any structure built in, on, or over a water body in Orange County needs an Environmental Resource Permit (ERP) from the St. Johns River Water Management District on top of the local building permit. We handle the ERP as part of the job.
Johns Lake water levels move a lot — how does that change dock design?+
It's one of the first things we work out on Johns Lake. We set finished deck height and post burial to the lake's documented high-water swings, not the level on the day we walk the lot. A dock built to the low-water mark turns into a hazard when the lake comes up — that's exactly what the Johns Lake association warns about after wet seasons.
Why do you push vinyl seawalls on freshwater lakes?+
Steel corrodes in freshwater over time, and the soft muck bottoms common to Johns Lake, Lake Speer, and Lake Apopka speed that up. Vinyl doesn't corrode, drives to the depths these soft bottoms need, and outlasts the alternatives on a lake. We push vinyl on every freshwater seawall we build.
Are there restrictions on building near Lake Apopka?+
Lake Apopka has active SJRWMD restoration management and sensitive shoreline from its farming history, so district review runs more involved near the north shore. Permitted work is still possible — we just assess the specific parcel before committing to scope or timeline.
